Vulnerability Type Privilege Escalation
Exploitation Status Mass Exploitation

Description

CVE-2023-20198 is a maximum severity vulnerability in Cisco IOS XE Web UI that allows unauthenticated attackers to create administrator accounts. Often chained with CVE-2023-20273 for complete device compromise.

Affected Versions

  • Cisco IOS XE with Web UI enabled
  • Versions 16.x and 17.x

Technical Details

Root Cause

The vulnerability exists in the web UI feature where improper input validation allows attackers to create privileged accounts without authentication.

Attack Chain

  1. CVE-2023-20198: Create admin account
  2. CVE-2023-20273: Deploy implant/backdoor
  3. Result: Persistent network device access

Impact

  • Over 50,000 devices compromised
  • Network infrastructure takeover
  • Persistent backdoor deployment
  • Mass scanning and exploitation

Mitigation

  1. Disable HTTP/HTTPS server if not needed
  2. Restrict web UI access to trusted IPs
  3. Apply Cisco patches
  4. Check for unauthorized accounts

Verification Process

The PoC uses a multi-stage verification approach:

Step 1: Product/Version Detection (Passive)

[*] Query target endpoint
[*] Detect product signatures and extract version
[*] Check if version is in vulnerable range

Step 2: Active Vulnerability Testing

Method Description Detection
Error-based Tests for error messages indicating vulnerability Error indicators in response
Timing-based Measures response delay with payload Response time significantly longer
Response-based Checks for expected patterns in response Vulnerability indicators present
