Severity Critical
CVSS Score 9.8
Affected Product Oracle Identity Manager
Vulnerability Type Authentication Bypass / RCE
Exploitation Status Actively Exploited (Zero-Day)

Description

CVE-2025-61757 is a pre-authentication remote code execution vulnerability in Oracle Identity Manager. The flaw stems from an authentication bypass in Oracle Identity Manager's REST APIs, where a security filter can be bypassed by appending parameters like ?WSDL or ;.wadl to URL paths.

Affected Versions

  • Oracle Identity Manager 12.2.1.3.0
  • Oracle Identity Manager 12.2.1.4.0
  • Oracle Identity Governance 12.2.1.3.0 - 12.2.1.4.0

Technical Details

Root Cause

The vulnerability exists because the security filter incorrectly treats endpoints with certain URL suffixes as public WSDL/WADL metadata endpoints, bypassing authentication checks.

Attack Vector

  1. Attacker identifies OIM REST API endpoint
  2. Appends ?WSDL or ;.wadl to protected endpoint URL
  3. Security filter bypassed, granting unauthenticated access
  4. Attacker exploits exposed functionality for RCE

Impact

  • Pre-authentication remote code execution
  • Complete system compromise
  • Access to identity management data
  • Privilege escalation across enterprise

Mitigation

  1. Apply Oracle Critical Patch Update immediately
  2. Restrict network access to OIM admin interfaces
  3. Implement WAF rules to block malicious URL patterns
  4. Monitor for exploitation attempts

Verification Process

The PoC uses a multi-stage verification approach:

Step 1: Product/Version Detection (Passive)

[*] Query target endpoint
[*] Detect product signatures and extract version
[*] Check if version is in vulnerable range

Step 2: Active Vulnerability Testing

Method Description Detection
Error-based Tests for error messages indicating vulnerability Error indicators in response
Timing-based Measures response delay with payload Response time significantly longer
Response-based Checks for expected patterns in response Vulnerability indicators present
